Meet the DLHC Senior Leadership Team
As part of the Winnipeg Health Region, the Senior Leadership team is responsible for the day-to-day operations, leadership and administration at Deer Lodge Health Centre, Golden West Centennial Lodge, Middlechurch Home of Winnipeg and River Park Gardens.
Arle Jones, BA, BSW, RSW
Chief Operating Officer

Arle Jones is a registered social worker and healthcare leader with over 25 years of experience across a broad range of healthcare settings, including acute care, long-term care, and community services. She has spent most of her career within the Winnipeg Regional Health Authority (WRHA), beginning in frontline clinical roles and serving in various leadership positions, mostly recently here at Deer Lodge Health Centre as Chief Operating Officer. Arle also spent a couple of years with the Government of Manitoba, where she deepened her understanding of healthcare policy and system-level decision-making.
Throughout her career, Arle has remained committed to supporting healthcare teams so they can do their best work while ensuring that residents, patients, and clients receive care that is dignified, safe, inclusive, and of the highest quality. She values teamwork and collaboration and feels deeply privileged to work alongside the dedicated and skilled healthcare professionals at Deer Lodge Health Centre.
Outside of her professional life, Arle treasures time with her family and friends, who bring great meaning and joy to her life. She volunteers regularly at a local animal rescue with her nephews. She also enjoys spending time in her garden, where she finds both relaxation and inspiration in nurturing plants and watching them grow.
Jim Dear, MSc, CHE
Executive Director, Clinical Services

Jim Dear is the Executive Director of Clinical Services at Deer Lodge Health Centre, where he provides leadership for a broad range of inpatient and residential care programs, outpatient specialty clinics, and allied health services. Jim also provides Senior Leadership support to Golden West Centennial Lodge PCH.
His leadership approach is grounded in the LEADS in a Caring Environment Framework, emphasizing compassionate environments, evidence-based practice, and the well-being of patients, residents, and staff. With more than 20 years of leadership experience within the Winnipeg Regional Health Authority, he has led diverse clinical teams and initiatives that support the health of Manitobans. He holds a Master of Science in Exercise Physiology focused on aging and is a Certified Health Executive with the Canadian College of Health Leaders.
Shelley Demski, RN BN
Executive Director, Clinical Services

Shelley Demski is the Executive Director of Clinical Services supporting Deer Lodge Health Centre, Middlechurch Home of Winnipeg and River Park Gardens. Her oversight at Deer Lodge Centre includes the Personal Care Home Units, Special Needs and Special Needs Behavioural Units, as well as Nursing and Education Services.
A life-long Winnipegger, she has been a Registered Nurse since 1994 and worked in Health Care Administration since 2016. Shelley is committed to ensuring safe, compassionate, resident directed care while supporting, encouraging, and empowering the staff that contribute to that care. She believes in leading by example to create and foster a culture in which everyone feels they are a valued and respected member of the team.
Dr. Ashley Bhullar, MD CCFP COE
Chief Medical Officer

Dr. Ashley Bhullar is a Winnipeg-based family physician and healthcare leader focused on advancing high-quality care for older adults. She graduated from the Max Rady College of Medicine at the University of Manitoba where she also completed the Family Medicine Integrated Care of the Elderly residency program.
Dr. Bhullar serves as Chief Medical Officer at Deer Lodge Health Centre and oversees medical care across several long-term care facilities in Manitoba. She also serves as the Provincial Personal Care Home Medical Specialty Sub-Lead for Shared Health Manitoba. Her work focuses on strengthening collaborative care, physician leadership, and improving health outcomes for older adults across the province.
Christina Émond, CPHR
Director of Human Resources

Christina Émond, CPHR serves as the Director of Human Resources for four sites within the Winnipeg Regional Health Authority: Deer Lodge Health Centre, Middlechurch Home of Winnipeg, River Park Gardens, and Golden West Centennial Lodge. Together, these facilities are home to more than 1500 dedicated healthcare professionals.
With over 15 years of progressive Human Resources experience in healthcare, Christina has built her career on fostering strong partnerships and championing workplace culture where employees feel safe, valued, and empowered. She stepped into her current leadership role in 2022, bringing both organizational knowledge and a forward thinking approach to people strategy.
A passionate advocate for inclusive and supportive workplaces, she believes that exceptional patient care begins with engaged and supported teams. She attributes her success to the strength of the HR professionals she leads and lives by a simple leadership philosophy; “when you invest in helping other succeed, collective success follows.”

Nyerhovwo Leslie EKREBE, P. Eng., MBA, PMP, CSM
Director, Facilities Management and Support Services

Nyerhovwo Leslie Ekrebe is the Director of Facilities Management and Support Services, bringing extensive experience in leading complex facility operations that directly support patient care and clinical excellence. With a strong foundation in strategic planning, infrastructure management, and regulatory compliance, he oversees multidisciplinary teams responsible for maintaining safe, efficient, and high-performing healthcare environments.
A decisive and collaborative leader, Nyerhovwo is known for building high-performing teams, driving operational improvements, and fostering a culture of accountability and service excellence. He has successfully led large-scale capital projects, optimized asset management programs, and strengthened stakeholder partnerships across clinical and administrative functions.
Through visionary leadership and a commitment to continuous improvement, Nyerhovwo ensures facilities and support services align seamlessly with organizational priorities while upholding the highest standards of safety, reliability, and patient-centered care.
